What are: horizontal and vertical pseudo selectors for?

I wrote CSS in Visual Studio, and when writing a pseudo-selector, a code hint suggested :horizontal, so I noticed that there is a pseudo :horizontaland :vertical.

This seems to be a WebKit-only creation.

: horizontal - a horizontal pseudo-class is applied to any scroll bar of a part that has a horizontal orientation.

They are selectors used for scroll bars. They are specific to WebKit.
