Failed to load file or assembly 'MySql.Data

I am developing an application in ASp.net mvc 5 and using the first code approach.

when I try to enable migration, it causes an error. I found MySQL.Data.dll in the links. what could be the problem?

The version is installed in 6.9.3.0, but in the bin folder files MySql.Data.dll and MySql.Data.Entity.EF6.dll there is version 6.8.3.0
