How to dynamically load fragments in Sublime Text?

When I create a plugin and modify the file .py, it automatically reloads and the changes take effect in Sublime Text 3 immediately. When I create the file .sublime-snippet, it seems to be updated only after restarting Sublime.

UPD: this is an interesting behavior on a symbolic link. Create a symbolic link to git repo in the folder folder where there are .py and snipets. When the change.py plugin automatically reloads, snepets does not. In the real folder in Packages, everything works fine!
