Can I license my web app for GAE under the GPL?

I want to create a web application for the Google App Engine, which means that it will use some of the APIs provided by the Google App Engine, for example. google.appengine.ext.db. Most of them, of course, are not licensed under the GPL-compatible open source license, although it is a kind of runtime library such as libc. Is it allowed to license a web application under the GPL or AGPL?
