Setting the encoding for a specific div

Is it possible to assign an encoding for a specific div? So a page can have more than one encoding.

I am currently importing snippets of text into my site through JS, and some of this text requires UTF-8 encoding. To be sure that my text is shown on every page, it is included (sometimes external sites), I force a meta tag on all sites.

Is it possible to apply this encoding only to a specific div, span, or something like that?
