I block IP with dos.xml but still get requests from it

I am under a primitive DoS attack from one IP. I added IP in dos.xml and downloaded. In the console, I see that this IP address has been rejected 6,000 times, but in the logs I still see requests from this IP address, although much less than before.

Shouldn't the IP blacklist block 100% of requests?

The main goal of the IP Block List service in the application engine is to protect your application from quota expiration if it is subjected to denial of service attacks or similar forms of abuse.
