SublimeText 3 "Failed to start the server"

When editing files htmlin SublimeText3, I often get a message with messages Failed to start Server. It also creates an entry in the console error: Failed to start server.

I did not install packages that should interact with htmlfiles that I know of. Files are not associated with a sublime project.

Where does this message come from?

This is really distracting (moreover, then the “please buy me” pop-ups).
