Sublime text User preference file rewritten

My user privileged text file is being overwritten. (User / Preferences.sublime setting)

I wrote a few comments about the settings I made (so that I can remember the next time I look at the user settings file). But he deleted all the comments and shuffled all the settings. Is this normal behavior?

Can I save comments in user settings file? I am browsing stackoverflow and cannot find a similar question.

Yes, this is normal behavior (unfortunately), and there is no way around it - it is hard-coded in Sublime. The same behavior exists in Sublime Text 3. This question has already been reported to the unofficial repository of Sublime Text Issues, so the community knows about it, but regardless of whether the Sublime author notices it and / or corrects it only for him.
