Page offsets when setting values - is there an error in my code or the latest version of chrome?

Some background information before I explain my problem. This does not happen in any other browser (IE, FireFox, Safari and even earlier versions of chrome), however last week my and some of our end users chrome automatically updated the version:

Version 38.0.2125.111 m

I began to receive phone calls and emails using the application that I wrote when it initially loaded some pages, and the page scrolled down to the middle, while the other pages were fine. I could not understand why this was happening, as it had never happened in chrome in the past, and it did not happen in any other browser. I checked the developer tools and js / jquery issues.

I decided to spend more time on this today, and what I did for the first time was to find out which pages it was going on because it did not happen on all my aspx pages. Then those with whom this happened, I wanted to find what was common between them.

Come to find out what is happening on my page load. I am loading the initial values of a dropdown / list. Now, in one of these lists, after loading, I set it to the initial value, just like this:
