Cannot find v3 API spreadsheets in the Google Developers Console

What is the right API for table manipulation?
They somehow removed Tables v3 from the api selection in the project settings. Give it available on the OAuth playground ...

Is it just a Drive v2 API?

Why they have to change everything so quickly and not leave documentation at all ...
Even their gdata-samples.java-1.47.1 are outdated, as most of them still use OAuth 1.0
GData Java Doc is really terrible and their examples are so senselessly bloated
