Saving base64 strings in PDF format on the client side of Internet Explorer 10 and higher

Question

I am working on saving the base64 string as a PDF on the client side using 'data: application / pdf; base64, 's javascript. For example, the shortcut for loading PDF in a browser is as follows:

<a id="openPdf" rel="openPdf" href="data:application/pdf;base64,JVBERi0xLjQKJfbk/N8KMSAwIG9iago8PAobQogL0ltM==" download="1199_07112014_P.pdf">Download PDF</a> 

(The above HTML snippet data is deleted, therefore its invalid pdf)

It works fine in Chrome and Firefox, but its gap is in IE10 and above.

Can someone suggest you find a solution?
