Why do I get "sqlite [S1]: there is no such savepoint: svn" on TortoiseSVN?

Sometimes I get the following error while fixing TortoiseSVN:

Why am I getting these errors and how to fix it?

Additional information: Usually I commit files to Samba Share through TortoiseSVN 1.8.8 Build 25755 - 64 bits, 2014/08/10 14:44:06. The error occurs randomly. Regardless of the number of recorded files.

It seems that you do not have enough permissions to write to disk.
