How does a proxy agent work?

Eg- My college does not allow students to connect to torrent sites. But when we put a specific IP address in the proxy server and set the “protocol type” to HTTPS in the proxy server, the torrent sites open. How does this happen. Just this particular ip (172.16.1.11) works, nothing more. What is special about this ip.

You can access forbidden torrent sites because you are viewing them through a proxy server. And this particular ip (172.16.1.11) probably points to a proxy server inside your college that uses the HTTPS prototype and does not prohibit visiting these sites. When you first added this proxy server to Proxifier, a window appears with the message "Do you want Proxifier to use this proxy by default? You can change this later in the profile → Proxification_Rules". And if you click "Yes" here (I think you did), the software will set this server as your default proxy server.

Now open the Proxification Rules window, you will see settings such as:
