Publish permission error

I have a problem publishing. I added publish_actions to Items, but got the error shown below:

It looks like you haven't made any API requests to access content 
with the publish_actions permission in the last 30 days.

Please let me know how to fix this.

Are you able to ask for a new "entry review"? If so, then I am suspicious (not sure) that Facebook is checking that you, as the application administrator, are also using the application and viewing the corresponding logic. Maybe I'm wrong, but I see if it helps.
