How do custom link prefixes work? (e.g. par: //)

I was very interested in how custom link prefixes work (I really don't know what they are called), and I could not find anything on the Internet about this. Are absent.

If anyone knows how this works, and / or can point me towards a textbook, this would surprise me.

EDIT: I found a tutorial on this in iOS, but I need it for PC / Windows.
