When IOS launches "almost complete storage"

Question

I have an application that temporarily uses a lot of cache sandboxes. I would like the OS not to launch a “keep almost complete” warning without filling the disk beyond the launch point.

I can not find documentation on how this level is set.

Is it configured for the user? Is it unique to an iOS device or version?
