How to make the Chrome extension window blink on the taskbar?

I noticed that there are some applications that can make the taskbar window blink using the chrome extension? Just as the chrome will show a green progress bar at startup, other windows will flicker orange to attract your attention. Anyway, to get the chrome extension for this?
