Angular not displaying non-English letters in ui-router views

My webpage contains Hebrew letters. I added this at the beginning of index.html:

<html lang="he">
    <head>
        <meta charset="utf-8">

And all the letters in Hebrew are shown correctly.

But when I load state using ui-router, the html letters are displayed as characters. Part of the page shows Hebrew, and part ui-view displays only characters.

Make sure the view files are saved using UTF-8 encoding. If you use a text editor such as Notepad ++, you can go to Prefferences -> Convert to UTF-8 without BOOM
