What is the Excel XML 2003-2004 format?

The open-source library xls.js is built for the BIFF-based XLS format, and the Excel 2003-2004 XML format . Please note that these are not Open XML formats that can be seen in Excel 2007-2013. So what is it? Does this mean that all / some .xlsExcel 2003 files are XML based? Or is this applicable to another Excel document? (templates, macros, scripts)

Office 2003 was the first version to support some kind of rudimentary XML format, now replaced by the new Office 2007+ format.

Excel 2003 will open / save the tables in XML format. These files still use the .xls extension.
