Could not find Spring NamespaceHandler util

When I execute a java project using spring v.3.1, I get the following error:

Bean 'configParser'; nested exception is 

org.springframework.beans.factory.parsing.BeanDefinitionParsingException: Configuration problem: Unable to locate Spring NamespaceHandler for XML schema namespace [http://www.springframework.org/schema/util]
Offending resource: class path resource [Services.xml]
Bean 'configParser'

My POM has the following dependency:

And my Service.xml file:

Why could not find the utility schema? I am inserting the main dependency in the pom file. The version number is also the same. What else do you need spring?

If debug messages are displayed, then you can recognize that a different version number is being used. Maybe the reason? How to determine the numbers?

I also use maven-assembly-plugin to create a jar executable.

The schema http://www.springframework.org/schema/util/spring-util.xsd, http://www.springframework.org/schema/util/spring-util-3.1.xsd(and version with versions) comes withspring-beans-<version>.RELEASE.jar

Add this jar to your dependencies:

<dependency>
     <groupId>org.springframework</groupId>
     <artifactId>spring-beans</artifactId>
     <version>3.1.2.RELEASE</version>
 </dependency>

maven-assembly-plugin:
