Enable C # Projects in Visual Studio 2010

C # seems to be installed:

However, there is no way to create a C # project:

Is there a way to enable C # projects without reinstalling VS?

Note: this question is not entirely appropriate: How can I add C # language support for the Visual Studio 2010 shell?

I followed the instructions (listed in the comments). Directories *TemplatesCachehave been recreated (with one name CSharpin ItemTemplatesCache), however they are not included in the new project list (when VS is restarted).

If relevant, I have a version of Visual Studio 2010 Shell:
