Can I use any emulator other than the HAXM emulator to create an Android app?

I wanted to create an Android app. So I installed the Eclipse IDE and installed the other necessary SDKs. But when I tried to install the HAXM emulator, my system did not support virtualization technology. Is there any other emulator that I can use, or is there a way I can create an Android application on the Internet and run it on the Internet.

Try Visual Studio Emulator for Android if you are on a PC. It is a fast, x86, Hyper-V emulator and comes with Visual Studio 2015 ( you can try CTP5 here )
