Stuck when installing dependencies with a gazebo (new foundation)

Question

I followed this guide to install the basics on my Windows 8.1 PC.

When I get to step 16, my cmd tip gets stuck in "Installing Dependencies Using bower ...".

I already had the basics on my computer, but I recently had to reformat it. Thanks for any help.

I have the same problem. I'm on windows 8.1 x64. Tried: cleared the cache drive, added bower to the environment path, reinstalled node.js. I did not find permission, but you can try the following:

• Download this starter compass project and unzip it
• Copy the files to the project folder.
• In CMD, go to the project directory and run "bower install" to install the latest version of Foundation.
• Next, follow the “compass clock”.
• Now open index.html
