Do I need a Mac developer program to enable handover?

Do I need a Mac developer program to enable handover between an osx app and ios? I did both, but while from ios to osx it works without problems, the opposite way seems to be inoperative (iOS device cannot see mac).

With two iOS devices, my code works fine.

I have already populated NSUserActivity types. The Mac application in the "General" settings has the "no signature" parameter and in the build settings for the code signing identifier my iOS development certificate is installed (since I do not have my own mac). Do I need a mac certificate to run a relay from mac to ios?

Formally : yes, you do.

... applications must either be distributed through the App Store or signed by a registered developer.
