Error installing Ruby in Rails in Maverick

Question

I tried several solutions suggested on a similar question posted here, but nothing works. I can not install Rails. The error message is below. Also, Wwen, I am trying to install Xcode using xcode-select --install, it gives me an o network installation. cannot download due to networkPlease report. I am very new to Ruby, so any help would be greatly appreciated. Greetings.
