Adding a Text to Speech Feature in an iOS App

I would like to implement such functionality in my application and AFAIK, the only choice is to use a third-party library, so I looked for possible options. I found that OpenEars is apparently one of the best free and open source libraries for this purpose, and works offline, but only supports English, and I would like to offer multilingual text to speech, at least for English language, Portuguese, Spanish and French.

I read that for multilingual support, Google TTS works fine, but it only works on the Internet ... and I'm not sure if there is a call limit, right? Where can I find detailed information on using Google TTS in iOS?

And finally, I also read a lot of links to Flite or Festival Lite ... but it doesn't seem to support multilingualism. Does anyone know a free open source TTS library for iOS that supports multiple languages ​​and preferably works offline?

One more question. The application I'm working on may have a commercial version and is intended to be sent to the Apple Store. Can the problem of using any third-party TTS library?

iOS 7 has AVSpeechSynthesizerthat can do text messaging without the need for any external frameworks.
