Android IAB: billing service not available on device

Question

I am trying to implement IAB in my application. Each time the application starts, the launch failed:

Problem setting up In-app Billing: IabResult: Billing service unavailable on device. (response: 3:Billing Unavailable)

I tried literally everything:

• Ensuring that there is permission in the manifest com.android.vending.BILLING.
• Download APK to beta channel with corresponding versions.
• Using test accounts.
• Clearing the Google Play cache.
• Make sure I have the latest Google Play services in build.gradle.
• Double verification of a publicly encoded key.
• Using multiple devices.

But no matter what, the error still persists. I read all the SO questions and answers about this, but I can’t understand what I am missing!
