Google Developer Console API Project "Failed to load" project page

Question

For several hours, I had problems accessing my Project API pages in order to access my API information and enable / disable some APIs.

The problem is that the pages load incredibly slowly and end up spitting out: “Failed to load”, which prevented me from accessing the API pages.

EDIT: A few other people I asked have the same problem. Does anyone know exactly what is going on?
