Drive Enhanced User Interface Limit on user still receiving UserRateLimitExceeded errors

Similar to Google Drive Custom API Limit Increase does not prevent speed limit exceptions

In the Drive API console, quotas are as follows:

Despite the fact that the limit for each user is set to excessively high requests / sec, I still get speed errors at the user level.

What am I doing:

I use about 8 threads loading to disk, and they ALL implement reliable exponential shutdown from 1, 2, 4, 8, 16, 32, 64 seconds respectively (quite excessive shutdown, but necessary IMHO). The problem may still persist in all of these cases in some threads.
