How to do ssh tunneling in Windows

I am using Windows 7 and I want to forward one of the ports on localhost to an IP that is accessible from another hop node. Is there any tool for this, I want to achieve the following goals: localhost: 5000-> windows_server (with credentials) -> local ip for windows server
