RAM through http client agent?

I have a requirement to create a server that deploys applets to SIM cards over the air using http, as defined in the globalplatform amd.B and ETSI TS 102225 and 102226 specifications.

My question is about the http client on sim cards. Do SIM cards have an http agent built in by the manufacturer before issuing cards or should I provide an http client applet as part of the solution?

I do not think that you can take this for granted. But your client should be able to tell you the technologies supported by SIM cards that you should work with, for example, "Support GlobalPlatform Amend. B".

It is listed as a requirement for UICC LTE in this document from the SIM Alliance.
