Effect of Android build.gradle defaultConfig {resConfig "ru"} on localization and distribution in the Google Play Store

I use the answer here: Android Support Library significantly increases the size of the APK

To reduce the size of apk by removing localization, I do not use the support library as follows:

defaultConfig {
    ...
    resConfig "en"
}

And it work :)

When I upload apk to Google Play, I think I will see

Default Localization

instead

Default localization + 73 languages

If this is true, does localization restriction affect / reduce countries that I can distribute too?

To be clear, if my apk is localized in English, can I distribute all countries?
