Is it common practice to capture storage data from the creator of an action in a stream?

Question

In flow architecture, is it common practice to capture data from storage in the action creator? If not, does this mean that it is better to transfer all the necessary data for network calls through the component parameters?

I have an application with a level 3 depth component and just wondering how realistic it is to copy data from level 1 to level 3.

Any explanation is welcome.
