Azure: busy work role

I have a Microsoft Azure project. In this project, I deployed 3 cloud services. I have 2 different environments, one for tests and one for production.

I have no problems deploying in a test environment, but lately it is not possible to deploy one of my services in a production environment.

Here is the error (with visual studio):
