No more autonomous speech recognition?

Question

Today I noticed that offline speech recognition no longer works. This used to work, because I could use it for my application, and I’m absolutely sure that I’m offline, and then everything works fine. I wanted to test my application today, and he could not understand what I said, no matter how loudly I said it.

Then I turned on Wi-Fi and it worked perfectly. I use the same phone though, sony xperia L, same OS, Android Jelly Bean 4.2.2. I have no idea what happened. Google has changed something or what? And this is not just my application, other applications that need speech recognition will also not work offline. Can someone explain this and tell me if there is something I can do to recognize offline voting again, or at least make it work for my application?

EDIT: I tested it on xperia z2 now and it has the same problem, so it's not only my phone, I believe there is an update with some google errors, what do you think? will it be fixed or should i fix it? I want my application to work offline

EDIT 2: I solved the problem by removing all updates in a Google application and returning the factory version.
