Android app exported to Chromes OS is not compatible with Google Chrome on Windows

I tried to export Android apk files to Chrome OS using this Google guide with ARC Welder app. My apps seem to be approved on the emulator. But Google Chrome on Windows cannot load these apps as Chrome apps. It says that they are not compatible with Windows Google Chrome.

In the Android manifest, I installed this code for compatibility with Android 4.4. Are there any additional steps needed to make the application compatible with the Google Chrome Google browser to work as an application (and not just Chrome OS devices)?
