Does iOS 8.3 support Wifi debugging?

I upgraded iOS on my phone to 8.3 and saw this pop-up message on first boot, but since then I have not seen:

Xcode Wi-Fi Debugging message

I searched all day for information, and I can not find a single link to this post, or to Xcode that supports wifi debugging.

I am using the macbook pro 2009 model and I read that it is not compatible with the new continuity features (as well as with airdrop, etc.). I am wondering if this is part of wifi debugging (and also if BTLE is enabled at all). Of course, these are all assumptions, since I cannot find documentation about this.

Has anyone used wifi debugging or can point me to any documentation?
