Visual Studio: CTRL-TAB not always working

This post was originally associated with "Visual Studio", but affected other similar applications. There are several messages dedicated to the problem when the tab navigation bar appears, but to remove it requires a click, etc. It seems that they are solved by using magnifyer, narrator, etc. None of these solutions apply to my problem - in VS2012, ctrl-tab opens a panel with two columns, repeated clicks of the tab move through the lists as usual, but when both keys are released, the focus tab does NOT change. When the navigation bar is displayed, you can click on it with the mouse, and the focus tab will change as expected.

The problem seems to have occurred after installing VS2012. VS2010 is also installed and, oddly enough, now also has the same problem, although so far I have never had a problem. When you restart VS, everything works fine, but after a while ctrl-tab stops working normally. It was noticed that it stops working without doing anything other than pressing the ctrl-tab key several times, that is, without going to any other VS panel or doing an assembly, etc.

This is a serious performance issue as I constantly use this to switch between tabs. I know that I can change the shortcut to switch between documents without showing the navigation bar, but I prefer to see this panel rather than switch "blind".

Does anyone know why this might happen or how to fix it? I performed a full Windows update (Svr 2008 R2).

NOTE 1. Now I see the same problem with the new installation of VS2013, as well as in SQL Server Management Studio 2012 - on ctrl-tab you see a panel with two columns, but everything that you select does not change the appearance of the panel (if you do not click panel with the mouse). When ctrl-tab does not work in VS-based applications, it continues to work, say, in Notepad ++, which indicates an MS-VS problem.
