As it turned out on a Windows 8.1 PC, just setting UAC to "Never Notify" is not enough to provide full unlimited administrative rights to a user account when logging in. If you simply set UAC to Never Notify to run the program with full administrator rights, you still need to use the Run As Administrator menu command to run the program. Never Notify, as the wording suggests, in this situation, the UAC confirmation dialog box simply does not appear.
