Can you send iOS push notifications that don't wake up the phone?

I am wondering if push notifications on an iOS device that can’t wake up the phone if the screen is turned off can “warn” it.

To be clear, I still want this notification to appear on the lock / notification screen that pops up after talking using another method.

Yes, starting with iOS 7, you can send silent notifications.
