Is the LinkedIn API available to all user profiles?

Question

We are interested in integrating LinkedIn into our CRM database to find out where people are still (a modified task) based on the person’s name and the name of the current company. Is it possible? As far as I know, the API is limited to the associated credentials and limited to his / her connections, is this correct?

If this is correct, is there any LinkedIn API award available to achieve what we want?

We know that LinkedIn has a product called Sales Navigator and, based on the demo, looks as possible, but the person must be tagged first or something like that.
