As for the dependency-only sign?

I am new to Haskell, and when I see this flag, for example, in this dockerfile , I can never find an explanation of what it does. Msgstr "Install only the dependencies needed to create these packages" cabal help installdoes not tell me much.

If I do not create a docker inside the container, I use sandboxes. Is this flag applicable to any of these situations?
