Access to attributes of user cells outside cellForRowAtIndexPath

I need something like the image below. The user can press the + or - button and the increased or decreased number is displayed in UILabel ie 1 in the image below.
I know how to implement a custom table view cell. I know how to implement a selector too. but I need to set the text of the label in accordance with the pressed button, that's just the problem. How can I click the refresh button and set the UILabel text of a custom cell outside from cellForRowAtIndexPathwith add subtraction function.
