Photoshop pt and css px

I am using Photoshop cc (14.2.1). I have a layout in Photoshop that has a font of 14 pixels. I set the font in the browser the same, with the same size of 14 pixels, but the font is smaller in the browser. Any ideas why this is?

Photoshop Method :

Go to photoshop> edit> preferences> General> Units and Rulers [or press ctrl + k, then select units and rulers]

Change the units according to your desire. select: Rulers as a pixel. Enter as a pixel.

This will give you the font size in pixels.
