Beacons in Windows Phone 8.1 - no possibilities?

First of all, yes, I read all the other similar questions.

Secondly, I am developing an application (WP 8.1 WinRT) that should use Beacons. I read a lot about this, and I know that in general, connecting to a BLE device is not possible without pairing with it in the first place. But hope is dying for the last time, so I want to ask about any opportunities that I have. Is it possible to connect devices in the code (according to the articles I read - it is not there, but maybe someone knows the way)? Or just get nearby beacon identifiers or a name or any information about them? All the messages I found are outdated (from last year, maybe MS or someone released some update / api?) I'm looking for any solution, api or just an idea how to avoid the pairing problem. Manually pairing it will not work - 1. I’m not sure if pairing of beacons is possible, 2. there are too many of it (beacons,which I need) I'm still looking to communicate or even get beacons. I would appreciate any option or idea.

While I have not tried it yet, there the developer built the HCI layer to talk directly with Bluetooth keys on computers prior to Windows 10. It is available here: WinBeacon

This will only work on desktop computers, not on mobile phones. If you are interested in mobile phones with Windows 8.x, I do not believe that there is any solution. I spoke with Microsoft engineers who confirmed this to me.
