In my opinion, DVB-T packets pass through two FEC systems, that is, Viterbi, with data loss up to 50% and RS with data loss up to 10%. They are called external and internal coding.
I cannot understand the need for a second RS encoding (in this case, an additional 20 bytes are added to the MPEG-TS packets of 188 bytes in length).
In particular, what happens to packages that are 55% damaged, say? Are 50% of the errors corrected by the Viterbi decoder and the remaining 5% of RS?
