Title Attribute Tooltips and Frames

I would like to know if the title attribute can be styled while still retaining its “native ability” to break boundaries iframe.

Unable to create title attribute, it comes from browser / OS.

Some people use tricks, such as creating a pseudo-element with the contents of the title attribute, but this will have the same limitations as everything else inside the iframe, and will not fail.
