Failed to create TFS assembly definition (TF225000) and did not create the Assembly Admins group

Question

I cannot create an assembly definition in my TFS 2013 project project because I get an error:

I participate in the project administrator group. I was added to the project assembly administrators group as a possible workaround, but still getting the same error.

The project team is not a group "Build Administrators", which is an obvious disadvantage for project-level Group to Link to the resolution for Team Foundation Server from MSDN.
