How to run setup.py file correctly?

I am trying to run this setup.py file that was in the .tat.gz file. I will go to the directory and run python setup.py but I get the following error message:

Can anyone help me out? How to fix it? I have both python2.7 and python3.4.

If you want to install it, then the command install:

python setup.py install

If you need to create a package first, use the command buildbefore installation:

python setup.py build
