What is the best audio file format to play on iPhone and Android?

My client has 10,000+ audio recordings on the server, he wants to develop an application for iPhone and Android to play these songs. He is ready to convert audio files for any format.

So, what is the best format to store these files on the server for use on iOS and Android?

OGG is the best I've used so far on Android and iOS .

Here is a list of libraries for this and for other platforms.

The best format used by many well-known streaming sites such as SoundCloud is: -> 128kbps transcoded mp3

All you need for the stream is preferable to transcode mp3 128kbps. Hope someone helps.
